It was said that Kilman had indicated he did not wish to remain a minister of the present government. The Epi MP, Isaac Amariliu, was also terminated as Government Whip. Radio Vanuatu News suggested there were moves afoot touching on allegiance to the government. That said, Daily Post reported the Opposition being unable to confirm a no trust motion. Nineteen Opposition Members of Parliament will face bribery charges on June 12 says Post. The Police claim that the Port Vila MP and Opposition Leader Carcasses has no money-lending business and loans allegedly issued by him to MPs are contrary to the Leadership Code. With the completion of the business of the first Extra-ordinary sitting of Parliament this morning, as indicated in this Digest earlier this morning, it has now been announced that the first Ordinary sitting will take place on Monday. Finance Minister Maki Simelum yesterday signed an agreement with the World Bank for the urgent work needed to restore Bauerfield runways and build a new domestic terminal. Airports in many places in Vanuatu will benefit from the agreement, especially the international airports. And an airport master plan and aviation sector strategy to guide future development will be drawn up. It is to be hoped no need will be seen for a new 747 airport on Efate. Daily Post reported the agreement in some detail this morning. An official employment agency has begun in the wake of cyclone Pam - the Employment Service Vanuatu (ESV). Labour Minister Charlot Salwai launched the service yesterday. ILO has assisted in setting up the facility and the government is appreciative. Minister Salwai is also reported telling Parliament yesterday that with changes to the municipal legislation for Port Vila a system was introduced which gave one man two votes. Changes for the Luganville election system will make sure one man gets one only vote, but there will be a seat reserved for the highest scorer amongst women in each ward. bobmakin | June 4, 2015 at 12:58 pm | Categories: The News, Digested | URL: http://wp.me/p2A4RK-Ck Comment    See all comments    Like Unsubscribe to no longer receive posts from Vanuatu Daily Digest. The Leader of Government Business Alfred Maoh explained that the Citizenship Amendment Act needed further amendments and the Government Remuneration Tribunal Act needed further consultation with MPs, along with the amendments to the Parliamentary Statutes and Miscellaneous Provisions which might have been discussed this morning. Furthermore the Representation of the Peoples Act needed further parliamentary amendments. Accordingly the First Extra-ordinary Sitting was terminated. It is understood MPs were standing by to learn when the first Ordinary sitting for 2015 would now be scheduled, whether today or later. bobmakin | June 4, 2015 at 9:52 am | Categories: The News, Digested | URL: http://wp.me/p2A4RK-Cj Comment    See all comments    Like Unsubscribe to no longer receive posts from Vanuatu Daily Digest. Daily Post today reports 6 witnesses for Mass in the matter. For the Public Prosecutor there are said to be 8 witnesses, the alleged incident taking place at the house of Maas on 15 July last year: the rape of a ni-Vanuatu girl of 17 years. The Mass saga started a year ago when he was charged by his boss Ronan Harvey with various offences at Harvey's Santo plantation. Harvey and Mass have been accusing each other of bribing ni-Vanuatu officials. Fire has burned out two houses at Radio Ohlen in which everything therein seems to haver been burnt. Post carries a dramatic page one photo. Parliament is not meeting this morning as MPs go for their medical checks at the Parliament building. This morning's news in all media concerns Parliament yesterday: discipline in the Police and changes to the regional land transport associations. A story from yesterday's Post concerning the production of a "miracle cure" in the United States links closely with a death in Vanuatu, that of expatriate Sylvia Fink on Epi on a yacht with her partner at a time when various yachts congregated at the island several years ago. Fink took the claimed cure which had been promoted by the Genesis II Church of Health and Healing whilst at the island. The drug is actually labelled Miracle Mineral Solution by its purveyors and is claimed to be a cure for every kind of health problem. It is commonly used as a bleach but had been marketed by one Louis Daniel Smith as a cure-all. It should not have been consumed. Smith has been found guilty of conspiracy and smuggling in the US. Correction to an item of two days ago ... This Digest indicated it was possible for cases originating in the Island Court to proceed to the Appeal Court. This was not correct. Appeals against Island Court judgements must go firstly to the Magistrates' Court. Recently a case concerning a chieftaincy was then further appealed to the Supreme Court. This being an important legal matter, the Appeal Court was asked to rule and it ruled that such cases may proceed to the Supreme Court. bobmakin | June 3, 2015 at 11:16 am | Categories: The News, Digested | URL: http://wp.me/p2A4RK-Ci Comment    See all comments    Like Unsubscribe to no longer receive posts from Vanuatu Daily Digest. Prime Minister Natuman pointed out that in 2010 Parliament had agreed to legislate for the commissioner to be a citizen. The discipline of the forces diminished under the commissioner in recent times and the formation of factions. Advertisements for commissioner vacancies will in future be notified in the foreign press as well as locally. Opposition Leader Carcasses claimed commissioners were terminated because of political motivations despite a Police Service Commission's responsibility. Daily Post revealed that the United Development Bank of the Pacific had not been licensed to operate locally. Finance Minister Simelum revealed this in Parliament yesterday. The bank whose chairman was recently arrested in Thailand. Further information is being sought in order to suspend the international licence of UDBP. This is the bank which intended to open an eight-storey headquarters opposite the Club 21 premises overlooking Iririki. The supplementary budget following cyclone Pam was approved in Parliament yesterday daily media reported. The government's decision to obtain World Bank disaster insurance and appropriate benefit was also revealed by Finance Minister Simelum. The premium of approximately 5 million vatu was paid for each year. Simelum made immediate application for funds under this policy and within a week the World Bank had sent 1.9 million US dollars. Post also reports Lands Minister Regenvanu enabling the cultivation of private plots for food gardens on public lands. The plan has the enthusiastic support of Agriculture Minister Tosul who has established an urban gardens initiative. bobmakin | June 2, 2015 at 1:44 pm | Categories: The News, Digested | URL: http://wp.me/p2A4RK-Ch Comment    See all comments    Like Unsubscribe to no longer receive posts from Vanuatu Daily Digest.
